During the National Association of Counties (NACo) Annual Conference in Philadelphia, the National Association of County Intergovernmental Relations Officials (NACIRO) held its annual business meeting, bringing together county officials from across the nation to discuss the issues facing county government and to find opportunities for collaboration.
During this meeting, an Election of Officers for the 2025–2027 term was held. Outgoing President Tiffany Stewart-Stanley of Douglas County, Georgia, led the proceedings, presenting the following slate of officers who will steer the association through the next two years.
President: Danny De Hoog, Maricopa County, AZ
Vice President: Danielle Duran, Los Alamos County, NM
Secretary: Shawn Milne, Cache County, UT
Treasurer: Edward Labrador, Florida Association of Counties
Past President: Tiffany Stewart-Stanley, Douglas County, GA
The newly elected officers bring with them a wealth of experience and a strong commitment to advancing intergovernmental partnerships and supporting counties' roles in federal and state policymaking.
In addition to the election of new officers, President Stewart-Stanley also introduced the newly appointed Regional Officers who will serve on the NACIRO Board from 2025–2027:
Northeast Region: Thomas Spisak-Mosher, Montgomery County, PA
West Region: Hannah Kase Woods, New Mexico Association of Counties
South Region: Jennifer Rutledge, Rockdale County, GA
Central Region: Jennifer O’Rourke, Ramsey County, MN
The regional representative positions are a new feature of NACIRO and are intended to mirror the framework of the NACo Board of Directors. These regional leaders will play a vital role in representing the unique needs and priorities of counties across the country, ensuring that NACIRO’s work reflects the diverse landscape of intergovernmental challenges and opportunities.
As NACIRO enters a new leadership cycle, the organization remains committed to fostering collaboration among counties and strengthening their voice at all levels of government. NACIRO is poised to continue its mission of empowering county intergovernmental officials to navigate complex policy landscapes.
Congratulations to all newly elected and appointed leaders and thank you to Tiffany Stewart-Stanley for her exceptional service as NACIRO President as well as Kareem Murphy, who concluded
his term as Immediate Past President.
